Senior Visiting Fellow, Institute for Family, Community, and Opportunity

Jennifer Marshall is a senior visiting fellow in the Institute of Family, Community and Opportunity at The Heritage Foundation. In this role, she focuses on policy related to poverty, family and religious liberty. Prior to this role, she served as a vice president of The Heritage Foundation, running the think tank’s Institute for Family, Community, and Opportunity and overseeing a research team focusing on issues ranging from marriage, life, and religious liberty to health, education, and welfare to the application of America’s founding principles to today’s challenges.
Marshall is pursuing doctoral studies at The Catholic University of America in moral theology and ethics. She holds a master of arts in religion from Reformed Theological Seminary (Washington, D.C.), where she is a visiting lecturer in theology and public life. She also holds a master’s degree in statecraft and world politics from the Institute of World Politics and a bachelor’s degree in French from Wheaton College.
